Here's my take on it - someone else may have a different idea.
When a thread says "Stickie" it is usually something that has general interest for a lot of people, and is ongoing. When it is a "Stickie" it says open at the top of the forum and available for people to read and post to.
Some I can think of are tools, like the Cuttlebug, or the ATG tape gun. People who are new still have questions and comments about those kinds of things, so the thread is made a Stickie (I think the mods make the decision about that.)
Normally, threads move up in the forum when people post to them, and go down when they don't have posts and people lose interest. The Stickie threads remain at the top.

That's exactly it, Bugga. Also generally the current week's challenge in the various challenge threads is a sticky...and the weekly favourites threads too (that's usually some time on Sunday, so a few hours after they are posted).
Except for (actual stamping acronyms, for example) wouldn't it be nice in life if people actually used real words so everyone could just understand them? After being in the military and also spending time on the internet I feel my life has become one big acronym. YKWIM?
The list in the first post of this thread will be a huge help to me as a relatively new stamper. Thank you so much.
