What is the difference between the Texturz Impressions Pad and the Texturz SIlicone Rubber Pad. Do you need both for use with the Texturz plates?

I am considering signing on with SU. How do consultants handle the state tax issue?? Do you have a tax ID# and report your taxes quarterly? Not sure how this works.
