This was done in a technique class at my SU Demo's house. We used a Glossy Soft Gel Medium on a paper plate and added re-inker drops to it. Swirled it around a little to mush the paper into and create a background. Similar to the way you do shaving cream backgrounds.
You must stamp your image first then dunk it in the gel medium. Don't scrap off the excess as the re-inker drops seem to be suspended in the gel. If you scrape you lose your color. It dries very lumpy but leaves you with a cool texture.
