Roses bloom in summer, not in winter. To be able to gather roses in winter requires memory because you have to remember what it's like to do that, since they're not around. Therefore, to gather roses in winter requires memory (and imagination IMO but that's not part of the quote).
That's how I've always interpreted it.

Glad to know I am not the only one who struggled with th sentiment from that set. I guess I understand the meaning, but it is just an odd saying. I guess I am not that deep - lol.

Hmmm, I've always heard the phrase, "God gave us memories so that we could have roses in winter" (don't know who originally said it, though) and I just assumed that's what the sentiment in the set was referring to. I've never heard the mothers part, but I like it!
