Because some companies do not have open dies (they are solid metal) so it's really, really hard to get the die lined up over the stamp.

Try rubbing a white chalk eraser over them, they work really well to condition clear stamps. Some clear stamps have a bit of film on them and the eraser helps remove it.

If you're using a stamp positioner the Lawn Fawn stamp shammy is great. I didn't like using my positioner much (because it was a pain to clean the stamps) until I got a shammy.
