I don't understand all the laws in KS, but from what I do understand, you cannot continue to do business once you announce that you are closing. I'm guessing that's why things were cut off abruptly....

If they get dirty/dusty/covered in dry pigment ink, then they won't stick well. Just clean the backs with stamp cleaner and you're good to go! Oh, if the blocks get too dirty/grimy then they won't...

Sometimes even using a pin to prick the holes where the bubbles/wrinkles are will work. Also, this will happen more if you try to Mod Podge the top BEFORE it's COMPLETELY dry... learned from...
