Sorry, I don't have an exact name as my crafting stuff is in boxes as I am changing rooms....( moving to a bigger room and all that!)
You can usually get it at the Lss store or micheals or specialty stamp store... it goes sounds like Heat and stick or heat and emboss powder. If you explain it to the store worker .
You stamp your design with versamark or a craft pigment ink then sprinkle on this powder then heat it til it's shiny then sprinkle on your glitter or beads or what have you. This works well for intricate designs. I have done this with sand as well for beach pages.
If you just want to do a large uniform area then I would suggest scoretape, the wide stuff . Ie a whole card.... stamp the image then put the tape on the whole thing and peel off the top and pour your glitter on or beads on and press and shake of the excess. this one is nice for water, snow or christmas cards.
Maybe WHOIStACY has hers handy. I'm thinking it was by Stampendous or some other company that makes lotsa embossing powders.
