This technique is called Heated Pearls. What I did was take a sheet of white glossy cardstock then took my Red Stazon ink pad and applied it all over the glossy (heat set to dry or set aside to dry and wait - I'm impatient :o))). Then I took my black staz on pad and hit the paper here and there adding a touch of black. Next, take your Glue (Elmer's works, any glue that dries clear will work, I used Aleene's Tacky Glue), squirt a blob directly on your glossy colored cardstock. Next, take a stipple brush and quickly stipple the glue all over the glossy. Next, stipple on your PE colors one at a time. I used Flamingo Pink and Super Copper for mine. Stipple it randomly to your liking. There is no right or wrong way to do it. Next, take your heat gun and start heating the glue & PE. You will see the glue & PE start to bubble up. Heat it until you're glue is completely dry. You will end up with a nicely textured, shimmery background!
Be SURE to wash out your Stipple Brush or the glue will dry on the bristles!
