For my background I brushed gesso onto a 8 X 9 panel of Mixed media paper, let dry and spread crackle paste mixed with blue and yellow Brusho powder onto a Sea Bubbles stencil.
I used a wavy crackle paste to cut a mermaid tail and dropped on violet and blue Dr Ph. Martins watercolor paints and spritzed with water to spread them. I also used the same method to color behinds the crackle paste bubbles which never did crackle. Must be old product to blame.
I spread glass beads onto the mermaid tail and it really shimmers. For her body I searched my computer to find this treasure long saved I resized her to fit the tail. Added pearls and ribbon to blend her to the tail and a clam and pearl brad for a crown.
Then I stamped text onto light blue torn edge distressed paper and added near the mermaid to break up the clash of textures.
I added oceana themed diecuts. Jelly fish, seahorses, seaweeds memory box waves on music script. . Did some white gel pen highlights on a few bubbles and subtle pencil shading. The textures made it hard to do too much of that.
I trimmed the size to 6 X81/2 and I smudged the edge with Golden Burnt Umber thinned with blending Medium

I just love the way your mermaid is cradling that fish where one might have expected a harp or lyre. Fabulous background, and I also love the jellyfish and seahorses.

Love the vintage feel of your card. Your mermaid is marvelous with the pearl crown and shimmery tail. So many cool details with the stenciling, die cuts and text/music pieces.
