To make my background "glimmer" paper I used Soft Sky CS and added some Iridescent ice embossing powder around the outside edges, I also used it on the strip across the middle

LOVE all the sparkle and the soft blue w/the bit of green. Nice card. SU is out of the iridescent ice so I'm using mine very sparingly. Hee.
