The lace which I found at Hobby Lobby is taped to the back at each end and the buttons were sewn onto the card so that also helps hold it in place. The buttons are heavy textured cardstock cut with a Sizzix die and I glued two together to create a thicker button. The large panel is popped up with foam tape.
I used the Perfect Layers tools from Perfect Paper Crafting to cut the even borders. Use any brand craft knife for cutting. A tutorial video can be found on the company site.
