I think I might have cheated a little here, since I just heat embossed the entire background with clear and glitter ep to make the "grout", then put the pieces on top. The background piece is chocolate chip, even though it looks black in the picture. I used the cuttlebug for the flowers.

Oh I think that's a great idea! Many didn't have enough tacky strip/paper... this is a great way to do it! Love your mosaic!
