It is the Wright's factory outlet (wrights has all the packaged rick rack etc at Joanns and other fabric stores) and although you can't pick the size or color, the price cannot be beat. I ordered an assortment of lace, ribbon, bias tape and rickrack through them and was very pleased. It was all top quality and about 80% of it was still in the original packaging.
I just found the pretty pink rick rack at Walmart over the weekend. It was on an end cap display in the scrap/stamp aisle. The display was all kinds of tiny spools of ribbons, rick rack, etc. The little spools are about
1 1/4" in diameter instead of the regular ones on the ribbon aisle that are about 4' in diameter. I think it was 88 cents or 96 cents -- something under a dollar. They had lots of cute ribbons -- words for weddings, birthdays, etc, in addition to more traditional types.
