Are you trying to make a strip that's punched on each edge and looks kind of like lace? Or just punching up the edge of a finished card? Or punching the edge of a layer that you'll glue down to a finished card?
I have tons of border punches from different companies; they all seem to cut away a different amount of the edge. They aren't even consistent within the same company. Here's what I've done:
For strips, I cut a bunch of plain cardstock strips in different widths from 3-1/2 inches on down, marked the beginning width on them and punched the border on each edge. I've got these in an envelope so that if I want a punched strip of my Martha Stewart doily edge, I can pull out my samples, see which one works and read the label to see what I need for a starting width on my strip.
For the edge of a layer, I make the layer about an inch bigger than it needs to be, punch the edge and then cut the remainder off the other edge to get the correct size. If I want to punch the edge of a folded card, I make the card at least an inch wider than I think I need, punch the edge, then measure my score from the punched edge, fold the card in half and trim the excess from the back cover.
Or, on a finished card, I just go with the staggered look and fold the card first and let the top cover not go all the way to the edge of the back cover.
