The texture plates are just meant to add texture to the paper - like the textured paper you can buy at the store. It's different from embossing. You can see the pattern a bit but it is not as obvious as embossing folders.
The advantage is you get a more subtle look if that is what you are after, and can add a shim to get a more obvious look. They also cover a larger area of paper, making them great for larger cards.
I know with the Big Kick /Big Shot, using a shim exerts more pressure onto the plate and makes the texture deeper and more obvious. I suppose you could probably do that as well with the Cuttlebug.
Sizzix also has clear embossing folders out now like Cuttlebug. They are slightly larger so they cover the entire front of a card without the border like the CB folders. I have a ton of CB folders and love them, and also love the new Sizzix ones.

I have
a card in my gallery where i used a texture plate but added several thin cardstock shims. It makes the texture more obvious. The background was what I did with the texture plates.
