I don't know about a tutorial but I do know that the way I do it involves a steam iron. I just heat the fabric up with my steam iron and then stamp it. I hold the stamp down for several seconds and it seems to work. That may not be the real way to do it but I have had pretty good success. Hope that helps.
I don't think there is one on here. If you go to www.hotpotatoes.com, Mary ONeill is the queen of stamping on velvet. I'm pretty sure there are instructions, and the velvet she sells is top quality.
