Default Tootsie Pop Pattern

Good Morning! Does anyone have the pattern or dimensions for the Tootsie Pop wrap that was shown on Page 18 of the Stampin' UP! 2002-2003 Idea Book & Catalog (its a sample shown with Sketch A Party SU stamp set).

For some reason my attempts do not come out the right dimensions.

Default tootsie pop holder

I checked out the catalog. Try cutting out a scalloped circle - cut iit in half - punch 2 holes - tie ribbon through holes - slide tootsie pop stick through the top and out of the bottom.

Not sure if this is correct but it is worth a try.
