Here is a tutorial using patterned paper to cover your chipboard. I was just as confused until I read this.

You can stamp, color, paint or pretty much do whatever to your chipboard. I've even used my craft ink directly on the chipboard to "color" it if that makes sense. It will take a few min to dry but it looks cool. You can use acrylic paint (the cheap kind you buy for a buck or like making memories paint) to paint your chipboard as well. Or you can stamp directly onto your chipboard.
