I have no clue about the coils but would believe it is a binding system that you have to buy a machine to do and then coils bought seperately like most binding things are.
Book covers can be done a couple ways.
1. You can actually carefully twist out the wire, trace the shape and holes of the cover and make a new one. Then wind the wire back into the note book.
2. Cut small slits from holes on cover to edge to carefully remove cover without ruining hole pattern. Trace the cover shape, make a new cover, hole punch holes to match the removed cover, carefully slit from holes to top edge with craft knife and slide new cover on to note book. You can secure top from wrong side for extra stability if needed but not usually required.
