I'll bet they colored right on the stamp with the crayons layering the darker color over the lighter one and then spritzed the stamp with water. The longer you wait after spritzing before you stamp, the more the colors swirl together. I LOVE these new crayons. I'm going to need a replacement for my real red very soon!!
You get the splatter effect by scribbling on a cd cover with the crayon, spritzing some water on it and then dip your paint brush into the colored water that forms. Now tap the brush against your finger as you hold it over the cardstock. Instant splatter. You can also use a toothbrush dipped into the colored water and the run your fingernail along the bristles. This creates a finer mist but there's better coverage.

Very good answer and I'll just add that until you get the hang of the procedure it might help to use a stamp positioner. If you don't like your results you'll be lined up and can give it another mist or add more color and mist then stamp again.
