I love this card. It almost looks like the Thanks is transparent but its not. How did she achieve such specific placement of the colors on the Thanks.
I also emailed the artist but she hasnt been on in a while

Appears that the design was stamped, then the "thanks" die cut out, attach the original paper on another piece of card stock. Reattach the letters with foam to lift them up. May have also cut duplicate letters and glued them together to lift them up. But the foam squares/dots would be easier
You can also die cut the word with a layer of craft foam underneath the CS at the same time. Gives a uniform look to the letters from the side and just one cutting cycle. You can adhere wide double sided tape or Stick-It or similar to the foam piece so it will be ready to adhere to the card.
All the embedded technique, just different ways to get there. I love the look and the card you shared.
