Heat & stick needed w/ Craft ink?

I want to make a card I saw that had dazzling diamonds on top of craft ink. My question is, do I need to use heat and stick powder before the dazzling diamonds, or should the DD "adhere" to the craft ink well enough that I don't need it?:confused:

Once the ink dries, the glitter will all fall off. You need some kind of adhesive!

Or you can use Irridescent Ice embossing powder which is clear glitter mixed with clear EP.
