Decorative file folder video tutorial

HELP! Somehow I saw a video tutorial on how to make a file folder binder type thingy. It was so cute, but of course I have no idea where I saw it and can't find it again. You can't see the gal's face in the video, it's just like shoulders-down to the table, I think she's wearing a black apron and it's about 14 minutes long. If you have the link, it'd be really helpful since I'd like to make one by Wednesday (I know...wishful thinking, right?)
