Ok here is a picture for everyone else:
mini post it note purses by flutterbug - Cards and Paper Crafts at Splitcoaststampers

It looks like she used the Top Note die from Stampin' Up and cut it to the way she wanted it to look. I have no idea what she used for the handle.
