That's one of her double punches - punches that have spots punched out within the main punch. They are supposed to work the way yours does - two little "webs" that you have to snip with scissors to get them to release from the paper.
It sounds like a pain, but if they didn't work the way they do, the punched out piece gets stuck up in the punch and you have to use something like a paper piercer to get it out. (I have a couple of EK Success punches like this.) It's not a huge hassle, but once in a while the punch doesn't get stuck in the punch, but you don't see it fall out and you're trying with a paper piercer and tweezer to retrieve this punch out that's actually on the floor or under a piece of paper on the desk.
The thing I don't understand is WHY, MARTHA, don't you have this information printed on the box the punch comes in? I can only imagine how many of these have been returned as defective, when they're working the way they're designed to.
