I love the way papertrey's polka dot stamp set looks, but I just couldn't justify spending $24 on a single set (I'm a cheapie I know..except for Stampin up stuff...but anyway) I went to Michaels and found that Martha Stewart makes a clear stamp that looks almost the same as the one I would use the most from the papertrey set. It was only either $12 or $14 and I used a 40% off coupon too, so it was even less. Plus it comes with some other backgrounds.
You might also want to consider the pin dot Scrapblock from CHF. Scrapblocks are 6" square stamps so they're awesome if you like to make square cards as you can do a whole card of 5" or more without piecing a BG. They are only available unmounted (with cling cushion) because of the size but you can either buy the special acrylic block from CHF (designed with finger holds on the corners so it's easier to get hold of) or I just use mine face up on the desk with the paper laid on top and smoothed over with the flat of my hand. A Scrapblock is $14.99.
I have the BG stamp from CHF that Kimberlyn linked to and love it!

distressed dots is my favorite background stamp! It is so easy to use, you don't have to ink it as well as a solid dot stamp. It looks great with tons of styles, i've probably used it 100 times already! And like identicaltriplets said, you don't need the handles, they work perfectly fine without them! Hope this helps!

Another vote for the Pin Dot Scrapblock...I LOVE it!!
I also have the large polkadot backgrounder from CHF and use it a lot as well. I like the fact that with the large polkadot backgrounder you can "kiss" it with other backgrounders to make some very cool backgrounds!!
