Well the uninked cartridges start completely dry don't they? Its not a case of Letting them get dry.

The normal stampin up classic refills work in the cartridge, you dont need special cartridge...

Between Qwest and Verizon, I'd suggest checking what you really get in your area. You likely will only qualify for one.
