Water soluble oil pastels

What are water soluble oil pastels? Are they the same as the watercolor crayons? I saw an art project using these but couldn't find at my local Hobby Lobby. Thanks for any help.

This is good to know, thanks. Will be a lot quicker tracing that template onto 6 circles rather than 20. I did make one using some of my scrap c/s and am pleased with it.
