I have found it at Michael's.You can probably find it at JoAnn, Aaron Brothers or any art supply store. I am not an artist so I don't need the 'good' stuff.
I buy mine from SU. It is more expensive than going and getting it in the stores, but I don't use a ton of it and it is the perfect size. I do have a pad of it that I bought at the store, but pretty much only use it to try things on for practice, and I have had the pad for at least a couple of years...so I obviously don't reach for it that much!
If you want to watercolor then do yourself a favor and buy good paper. I use Fabriano Artistico Bright Whiteand purchase it at Dick Blicks. I was amazed at how much better my coloring became when I started using good paper. I use both hot pressed and cold pressed. Hot is smoother and cold is rougher.
I often look in the art section of the stores and they will put the books (notebooks or sketchbooks) on sale for 40% off all the time, many times there is watercolor paper in these books so I will get books of it then and then trim that paper down to the size that I want it.
