Default Help w/dishwashing gel and bleach technique

Hi again! I had seen a really cute card done using a technique with dishwashing gel and bleach with a plastic bag. Can anyone explain how to do this and how much to use? The card was done on June 14 by lacyquilter with the Best of Cluck set. Thanks again!!
