Punch Question

I've seen pix of cards with half-round punched slits in them so that another layer of cardstock can fit into the slit. It's like a circle punch that doesn't punch out the entire circle. Does that make sense? I even saw a card using SU stamps in the newest Take Ten using that kind of punch. So...here's my question. Is that an actual punch that does that or do you do something with a regular circle punch to only punch it out part way? If it's an actual punch, does SU sell them?

it's called a slit tool punch . I don't have it but I can achieve the same effect using my circle punch as long as I want it near the edge of the paper.

How do you do this? I can figure out how to punch out a semi-circle, but not the outline of a circle with my circle punch if that makes any sense.
