If you are talking about putting little speckles or flecks of color on your card, you could use a toothbrush and scrape your fingernail across it (messy!). There is also a small stamp you can use in Itty Bitty Backgrounds from Stampin' Up.
I don't have the spritzer tool yet, but I LOVE my Itty Bitty Backgrounds little speckle stamp. I use it all the time for the flecked background look, and it's pretty done with Versamark and embossing powders as well.
