How do I create a template?

I'd like to create a template for a project I did, but I'm not sure where to start. Can I do it in Word, or do I have to have a Photoshop program? I'd love some advice!

I wouldn't do it in Photoshop--it's really more for photo editing.

I use AppleWorks DRAW, but, I'm on a MAC. It's very easy to use software, tho . . .

I believe there's also a drawing function in WORD--try checking the tools?
