It looks like strips of paper..probably 3/4 to 1 inch wide by 8.5 long. You probably need at least 12. Put the ends to the middle and secure with adhesive. Then layer the loops ..I would start with two, making a cross and then add more to fill in the spaces. You could secure them with glue dots.
I saw something similar in an add for American Crafts in a magazine. It says to go to Studio for details. I haven't had a chance to look at it yet though ...

You are exactly right. Here is a basic tutorial for making a loopy flower out of strips of paper. You can vary the width and length to change the look:
