I think that question is quite subjective and depends a great deal on your personal style. I'd say to invest in a greeting set (Sincere Salutations is my personal favorite) and a floral set (Petal Prints, baby!!) and see where that takes you. I'd also recommend a set of stampin spots (the little ink cubes - 1 color family for just over 20 bucks) and a cardstock assortment. Much will also depend on whether you like to stamp and go (which is my preferred method) - two step sets are good, then, but you'll need more ink colors. If you like to color, then line art sets are good but you'll also want a blender pen, or maybe the watercolor crayons and an aquapainter. HTH!
I agree that "must haves" depend on your personal style. I really love to have brads and cord on hand to embellish, and lately I'm loving the ribbon originals and background papers.
I have a hand out with a suggested starter kit. It is Assorted Card stock, Stampin Spots, White cardstock, and snail. Adds up to $59.70 and says make 75+ cards by just adding the stamp set of your choice. I give newbies a black spot and an incentive stamp for their first workshop, so they have black to.
My "must have" items in this catty were happy everything, the in color cs and stamp pads, riviting, sew seasonal and aida cloth bg off the top of my head. I know I ordered more my first order from this catty but that's what I remember off the top of my head having to have!!
I am a SU demo that loves to save money so I will buy some product from stores vs. SU to save money but these things from SU are must haves in my opinion:
uni-ball Signo White Gel Pen
Stampin' Mist (totally conditions your stamps!)
Cardstock & Inks (because they coordinate and quality is excellent)
Whisper White Cardstock (to stamp on gives you crisp bright images)

I just ordered Peaceful Wishes because I think it is a classic and a must-have, the stuff people are doing with it is very cool and versitile. I also think the flannel plaid, paisley and aida cloth are key items from this catty. The signo white gel pen is 'duh bomb and you HAVE to have it. It works like nothing you can buy in stores and takes your stamping totally up a knotch. On my list for spring will be Wild About You, Happy Everything and the new hydrangea set, Blossoms Abound.
I'm surprised that several sets seem to be diminishing in popularity, like Be Happy and Artfully Asian. I would have predicted that they would be bigger hits than they seem to be now, maybe it's just not their season.
I'm still holding out for a spring come back of Flower Fest, Bodacious Bouquet, and Sassy Stems. I'm also partial to Dotted BG, but it's probably not a must-have.
my demo just had a clear out sale this weekend at her place and i bought a stamp-a-ma-jig and I absolutely love it! It's the neatest thing ever. I love my Warm Words stamp set too and my oval punches to go with that.
I don't have a ton of SU stuff... but I do have actually makes up my "must have" supply list: my Crackle background and Filligree (both discontinued I'm sure) backgrounds I've used for years. My Sincered Salutations and Tiny Talk stamp sets, my Stamp Pads (I have all of the original colors...not invested in any of the newer ones yet since my pads are all the older style) Brayer, Glossy Cardstock, and StazOn ink in black and white.

I forgot to mention that another thing from this particular catty that you must have is the little corner punch called "ticket corner". It's everywhere on this site!
I wouldn't even know where to start. It seems that I keep learning new stuff, so have to have that, then these darn minis - I think I know what I'm going to order each month, and then these minis show up or there is a special, and it seems that my budget is just going downhill............sigh
I could never, ever narrow it down to one thing!!! Heck, I couldn't even come up with a top 10 ... I love it all and must have it all (I may have a problem, huh?) ha ha...
