In my experience, I have used extra postage on exceptionally embellished cards and wrote "HAND CANCEL" on the bottom of the envelope and every single time they jammed it into the postage machine and the envelope arrives looking horrible. I also always put in a thin piece of poster board the same size as the card. I never have any issue if the card only has a small amount of embellishments. In those cases I use the extra poster board layer and do not add extra postage and it ends up arriving just fine.
I sent this card the other week that required extra postage for being "too square" not square. :rolleyes:
Oh and if you are doing a mass mailing for something like a wedding this foam cushioning is what I would use to cover bulky embellishments - Search Item

I was told by a clerk at our local Post Office that no longer does "Hand Cancel" request the P.O. to not send it through their machines. She said, "You have to write DO NOT BEND" on the envelope to keep them from running it through the machines. I hope this info helps.

I think that there is actually a specific length to height ratio. If your card was about 6.5x5.5, it probably doesn't reach the right ratio since it's, well, too close to square.
