To the best of my knowledge, the only rule is that they are an inch square. I've seen them done on card and on Stampbord. I've seen them done with the special little inch square stamps (Inkadinkadoo do some great ones), and I've received a gorgeous card made with a regular stamp cut into inch squares and tiled together.
There are lots of examples of inchies in the Anything But a Card Gallery under inchies. I used an EK Success 1" punch. The background should be sturdy---re-cycle a cereal box. They are usually traded like ATCs. But can be used on cards or made into pictures---I have 2 in my gallery done with Beatrix Potter and Winnie the Pooh images that I made into collages in frames as baby shower gifts. Lots of inchie swap hostesses require at least one embellishment or a word on the inchie. One way to display inchies is in a candy dish on your coffee table---makes a great conversation piece. They are quite addicting to make and collect.
I checked the gallery before on these, just do a "inchies" search in this sites
gallery, some unique ideas; but I'm not sold on them enough to try and find such
small stamp to use on them. I think, you see a lot more of these in collage
type cards, pages. Not my style used that way

You do not have to buy inchie stamps...find one of your you love and look for a one inch focal point...color it however you like and then use a one inch punch or nestie to cut it out...Layer them on cards...they are just darling...

Karen, you are so right, you don't have to use inchie stamps, and doing inchies is a lot of fun and you can come up with a lot of ideas, including an inchies alphabet book, which is really cute. THey are also easy to make using 3-D or popups to make them stand out.
While I haven't done any inchies -(yet I use this method to find the best part of a sheet of printed paper with random images: cut a window the size of your planned layer in scrap CS and "audition" around the page until you find the section that's just right for your card/project. That would work for trying to find a section of a large stamp also.

Inchie question --- say you want to layer an inchie, to give it a border look. Is the inchie mounted on something bigger, say 1.25 inches? OR, is the outside border the one with the inside dimension, and the middle part is actually slightly smaller than 1 inch, say 7/8 in? I am about to get into a swap and need to know.... thanks!
Outside border is 1X1"---some inchies have images that hangover the edge but I believe the definition of an inchie would be that the base is 1" square.

Oh that's handy to know as my square punch is under 1" and so now I could play too!
Inchies, I found out, come in stampboard, pre cut and nice and thick, you can buy boxes of lots and lots...could get really into this, how to get the best bit on the inchie, what to decorate with, shall I use alcohol inks, etc.....

I know this is not a lot of help but there are special Inchie stamps, I was doing a search and came across them...I remember that they were clear or polymer stamps but can't remember where I saw them, sorry, have to hunt for yourselves. will edit this post if I find them.
Yep, found them: Inkadinkado and also Tanda stamps for starters.

I recently took a class with Karen Lockhart for colored pencils and inchies. I had never played with them until the class. I always wondered why they were so popular and now I know. Check out Karen's website for some great ideas.

Inchies started out as fabric art- quilters would trade them. Quickly spread to papercrafting and is also in other crafts- I had an inchies swap and some were clay art, and fabric, and photo, and all kinds of creative things. Some original art done as 1-inch square, some as larger piece cut into 1" squares. Creativity abounds. Inchies are fun- and they make great embellishments in card-making and scrapping.
