I have found that I can do just as well without the wax paper. The thought with the wax paper is that you will be putting another layer of wax over your stamped image.
Someone burned the votive candle and said that the tissue paper does not melt so it is left over when the candle continues to burn. Someone suggested putting a disclamer with it stating to be aware of this and to remove the paper as soon as the candle burns that low. I don't know, what do you think?

I think it would be a good idea to attach a warning to remove the tissue on the votive sized candle.
It's too small to add a tealight after it burns down a bit.
If you can bare to burn one, that is.

These are very nice. Anytime I do any project with a candle at a workshop, I always hand out little slips of paper that state "Never leave a burning candle unattended", and caution people that although I've never had the tissue paper catch fire, the possibility does exist. It's better to be safe than sorry!!
