The background was a piece of white cardstock that I applied blue watercolor paint to with a sponge. I just kept swabbing at it until it had reached the depth of color that I wanted.
I taped the brass stencil to a piece of watercolor paper with painter's tape. I used a small paintbrush to paint the design - it wasn't actually stenciled in the traditional sense.
After the design was dry, I applied a thin layer of embossing paste with a painter's spatula, carefully removed the stencil from the paper, and sprinkled fine glitter over the surface of the paste and shook off the excess. After the paste was dry, I lightly sponged around the edges with the same blue color I had used for the background. After everything was dry, I assembled the card.
