I have one of the pink persimmon vintage baby stamps, I want to stamp it in black ink and then color it with my watercolor pencils. Which black ink would best and should I use water to blend, or mineral spirits, or is there something else I should use to blend the colors?

Versafine Onyx Black is a great choice when you're watercolouring. It's a lovely dense black and captures very fine detail (I don't know the stamps you're referring to but many vintage style images have quite fine detail so that may be important to you).
Water will do just fine for blending watercolour pencils (and it's free - yay!). You could use a blender pen if you wanted to but you don't need mineral spirits, those are for wax or oil-based pencils.

I've just looked up the stamp - that will look darling in watercolour, I'm sure! If you wanted to go softer and even more vintagey with it at any point, the Versafine Vintage Sepia is also a lovely colour and has the same properties as the black in terms of water resistance, density and clarity of image. Have fun!
I use Stewart Superior's India Ink Black for most things these days, it is part of their Memories line but is a different ink in than the rest of those pads. It is a rich dark black color. From the website:
