I agree with Sharon, except instead of 12x12 sleeves, I use the 2-gal. size plastic storage baggies (like Ziploc) when putting together kits. They're a little more durable when putting in brads with pointed ends or other bulky embellishments that are still in packaging or containers.
Are you providing everything in the kits for the 4-H club? If you are, I think I'd probably stick with the basics of plain white or kraft cardstock packs for backgrounds and the big patterned paper pads that are usually on sale. You could then ask the kids to look around for junk/ephemera that they could upcycle as embellishments, kinda like smashbooking. Or you could go the altered scrapbooking route too and just use old, discarded books, paper scraps, and found items. Kids might actually find that more fun than formal scrapbooking if they're brand new to this hobby anyway.
