I like foam around the edge to give height to clear the shaker contents. Strong tape will hold it in place. You might put a bit of baby powder it in just to make sure no sticky on the sides for stuff to stick to.
The fuse tool was a game changer for me with shaker cards. I could not get them to come out and when i brought that fuse tool home, it changed EVERYTHING!
Foam tape most of the time for me! You can find it really cheap at dollar stores.
If you live somewhere chilly (Northern Ontarian here...!) you can probably find the window sealing weather stripping foam, it's a lot thicker so it can accommodate bigger shaker elements, like small beads. and of course hold it all in with a piece of clear paper, or acetate.

Genius!! I have so much trouble getting my shakers to shake.
I found the Fuse Tool for only $20.95 with free shipping on Amazon Prime. So, I figured I'd cave and finally get it. Oh, but then I see on the "Frequently bought together" different tips, a mat (although I'm sure I have something that would work already). My total's up to $39.63. smh Now to decide if I would save that much money in the long run by not having to buy the foam tape ... (Can you tell I'm trying to justify buying it to myself?)
