I used a chipboard frame and covered it with Two Scoops paper. The ribbon "thing" was created with 3 pieces of ribbon that I looped and stuck a brad through. Ribbon tails were randomly adhered with glue dots.

Your GD is just adorable with ice cream on her chin! Oh, how wonderfully sweet is that! I love your design. You've gone and created one great frame and those ribbons are just the greatest!
