I already had the vellum panel in my stash left over from Shelly's DTGD challenge and die cut the balloons out of that. Stamped my sentiment and added twine. I love the texture the twine gives.
Why not get out those panels sitting in your stash and make some balloons for this challenge.

These balloons are so cool…love the vibrant swirly colors, Jayne! Before reading your description, I thought they were done on acetate…what a fabulous effect on the vellum!
