I used very small zip lock bag, but a small cello bag would work. I didn't use foam tape. I used mono adhesive to attach the bag to the tag. The tags I purchased at a local craft store and they come with the window sheet attached. You could make you own pattern for the tag if you can't find them in your area.

i saw these in the latest issue of Paper crafts. I made my own up using a strip of paper 2 3/4 inches wide by about 8 inches long, folded in half, punch a square or circle in the front using a punches and then attatched a small jewelry sized zip top bag inside. You can also use our largest tags in the tag sheets and make a small bottom piece to attatch them together.
