I used white cardstock, first I rubbed it on the barely banana stamp pad. Then I stamped mellow moss background squares. For the flowers I stamped them on a separate piece of white cardstock, one is cameo coral, Ruby red, Really rust and Baroque Burgundy. Then I colored them in using chalk (with a q-tip), swiped the blender pen over them, and cut them out. I also made them three leave this way using Garden green and then my finger in the ink pad to shade them in and cut those out. I glued the leaves down first , then I glued the flowers down. Lastly I used a paint brush and applied Crystal effects over the flowers. I don't think the crystal effect shows up in the scan, but it is very nice.

I wouldn't say they have the "it just rained look" since I smoothed the CE on with a paint bruch they are just shiney all over. I like your idea though. I think if you added a few drops and left them raised it would look like dew/rain
