For today's Limited Supply Challenge to use only one sentiment stamp, one layer of cardstock, and any number of embellishments.
I cut a post-it note 2x2 to use as a square mask when I brayered the brilliant blue onto the confetti white cardstock. Stamped sentiment in red; doodled with red marker; sponged lightly with brilliant blue over the sentiment. I didn't have red hemp, so I rolled the hemp in my red ink pad to color it for the balloon strings. I used crystal effects and dazzling diamonds in a star stencil in the upper lefthand corner. The balloon ribbon is from Michael's.

It's happy, and cute and just screams birthday! Can't believe your brayered the blue on....it looks like blue cardstock, you did a good job getting even coverage!
