I'll try to tell how I did it. Started with Bordering Blue Card. Used Itty Bitty BG and VersaMark to make the stars. Clear embossed them. Sponged Brilliant Blue all over the card. Added Night of Navy closer to the edges and Basic Black right at the edge. I used Black direct to paper (DTP) on the edges. I added the white craft with my finger. The purple was just scrap at the bottom. It already had a rough edge that looked like mountains. I used my finger to rub silver on the back layer. The tree is stamped several times in Black Craft and I embossed some of it.
I THINK that's how I did it. I was playing around with it all weekend, not really knowing where I was going with it. Just trying to see what starry night effect I could come up with.
