I ripped the baby wipes (dry ones my son likes to empty the container all the time) into strips and taped them on a piece of cardstock, then I used the tulle to attach it to the card and added a little bow with it as well. Tulle is like net, it is usually on sale at JoAnn's for as little as 3 yards for a dollar. It comes in a few colors as well.
