Alcohol Splash is done on glossy card stock. You use 2 - 3 colors of alcohol ink. Drop it one color at a time on the cs and pick up the card stock and move the cs around so the ink "travels" on the cs. Then add another color, etc. The ink dries fairly quickly so when you go to make it "travel" you need to move quickly.
Then you stamp your stamps on the finished sheet and cut out the images.
